Nope. Definitely American originally. It's earliest roots are in the Frontier stories of James Fenimoor Cooper in the 1820s. BTW the late 1800s the genre existed in dime movies and really becomes concrete by the early 1900s.
Early American western films inspired Italian film makers (like Sergio Leon) to take a shot at the genre and put their own stamp on it. Kurosawa is inspired by them to make Samurai films. And then Americans take bits ans pieces from Kurosawa and Italians and add them back to American westerns.
So there are others that have contributed, but the myth of the gunman on the frontier is as American as it gets!

Not to say Japanese sensibilities don't add somwthing special, but the western is American and the sci-fi is absolutely dominated by American thought.
And in the case of Cowboy Bebop, it also has a heavy noir element, which was also an American cinematic movement.
Oh! And don't forget Jazz! Also American in origin.
All this is to say, it's no wonder a lot of American's like Cowboy Bebop. It's basically a love letter from Japan celebrating American styles and genres.
