When you have full "caveat emptor", a lot of buyers will not beware; they will be scammed and misled, and harmed, and then society has a choice to introduce some paternalism or say "let them suffer for their own stupidity".
Most people balk at the cruelty of the 2nd option, and that's leaving aside the externalities of too many people making bad decisions because they're not capable of making good ones.
