If there is one thing John Wick and Game of Thrones have taught many people, it is that, these beggars and street level operators form the greatest spy network in any settlement. For state policing to truly and efficiently work in Nigeria, each state will have to ensure the number of beggars, scrap metal collectors, and kole kole (waste carriers) reduces drastically on their streets, or find a way to infuse undercover officers among them.
