For state policing to truly and efficiently work in Nigeria, each state will have to ensure the number of beggars, scrap metal collectors, and kole kole (waste carriers) reduces drastically on their streets, or find a way to infuse undercover officers among them.

For state policing to truly work without becoming another avenue for governors to loot, funding has to flow through a structure that bypasses direct gubernatorial control, similar to how local government. Funds should be released directly into a security trust managed by a board with representatives from civil society, state assembly, traditional rulers, and federal oversight, not the governor alone. Salaries should be paid directly to officers' accounts, not routed through state finance ministries where leakage typically happens. Procurement of equipment and vehicles should require open bidding with published contracts, not closed-door allocation to politically connected contractors. And critically, an independent state police commission, not the governor, should handle recruitment, promotion, and discipline, removing the temptation to turn the force into a personal political militia.

The day I feared these people was when I went to see someone, had knocked at the gate no response. The beggar I had greeted and giving change to earlier, comfortably told me no one was home, and the time they usually come back and who comes back first. I did not think much of it not until hours passed. Now imagine if it was the wrong person he gave that detailed information to. They truly are the eyes.
