What is full-block aggregation? At the end of block production, every attestation-proof in the block gets aggregated into a single block-proof.

The win: a fixed couple of milliseconds to verify, regardless of how many attestations the block carries. The tradeoff: more computation at block production time. Where before we cheaply included multiple attestations, now we aggregate them into a single one for the block.

Why this matters: if block production time gets too high, blocks are published late, and have a higher chance of being reorged.
