I research government and public services for @DeloitteUK. Plus I write our annual report, The #StateoftheStateUK. All tweets are my personal views.

If we can devolve tax raising powers to Wales and Scotland then we can do so to mayoral authorities. Looks like the plan is to devolve risks but not powers. thetimes.com/business/econo…

Found myself saying "reform with a small r" this morning, like it's the new "conservative with a small c"

The polling from @Ipsos_in_the_UK is in. The interviews with 100 government officials are done. The next State of the State report from @DeloitteUK and @restate_thinks launches next month, offering a view of the UK public sector from the people who use it and the people who run it. In the meantime, here's a quote from one of our interviews.

The courage of all the Iranian people currently rising up against their vile repressive regime is astonishing. Go for your freedom, you heroes.👊

For the past 14 years, @DeloitteUK and @restate_thinks have published an annual report on government: The State of the State. It blends a survey of the public alongside interviews with senior officials. Last year's edition commentated on the raft of plans, strategies and roadmaps that government had produced after a year in office. Here's a quote from a civil servant included in the 2025 report. As she said, the proof of the pudding is in the implementation. Our 2026 edition, out next month, will pick up from where this left off and explore government's quest for delivery.

Plenty of policy takeaways in the latest report on lifelong learning from @OECD @OECDEduSkills. Includes shoutouts for France's personal training accounts, Estonia's roll-out of AI tools for students and teachers, and China's University for Older Adults. Well worth a read. oecd.org/en/publication…

If you like cheap foreign retailers, fly in a private jet and drink pre-packaged lattes, I have some worrying news #Budget2025

No mention of Labour's five missions in today's Budget or the Red Book that is published with it. The latter mentions government's growth mission, plus one honourable mention of the clean energy mission, but none of the others. Government seems to have shifted to three priorities: the cost of living, NHS waiting lists and national debt. Think I prefer the new ones tbh.

Surprised to see the Office for Value Money "has now closed...having delivered on its remit", according to Budget documents. When it was announced pre-election, I assumed it would be a permanent fixture in government. Apparently not.

Deputy Speaker @Nus_Ghani absolutely right to tell the government off before the Budget statement. It's incredible to see ministers pre-announcing Budget measures before the actual statement in Parliament

Most people are fixated on tax rises in today's Budget but I'll be looking at the spending side of the equation. And specifically, will it include any cuts and efficiencies for Whitehall and public services?
