When it comes to designing mechanics, there's an interesting difference between a good designer and a bad designer and I think it ultimately comes down to intuition. Ultimately, when it comes to mechanics, the designers job is to ensure that they'll tweak parameters in a way that 'feels just right'. And not just to them, but to the wide audience that'll play the game. I have found that to be an extremely rare skill amongst designers and this skill doesn't seem to scale much with experience. Meaning, I worked with designers that only worked on one or two smaller titles before that were able to nail it. At the same time, I worked with senior designers with decades of experience that were utterly useless at that job and were never able to get the tuning just right. I saw a similar phenomenon with musicians. Some musicians have an inherent feel for harmony, melody, etc., whereas other musicians even with decades of experiences will never be able to quite nail that aspect. This might be really disheartening for some people to hear, but apparently there's even some science behind this phenomenon:

@spiderwebsoft You can argue that not using penalties could relax cognitive load on the player, but then where's the supporting evidence? You might prefer it that way, I certainly don't mind it, someone else might actually love it. It's very contextual.

This is really good advice I wish designers would take more. "Big advantage plus small disadvantage" can work if it is very carefully balance with a specific eye toward enabling certain builds, but those builds have to be clear and awesome. When you choose 1 of 3 bonuses, you already get a penalty: Not getting the other 2 bonuses. There's no upside to lard on some arbitrary penalty like "+2% to constipation" to clutter up the game.

Statslike games are full of this kind of "get X bonus, but it also sucks for reason Y". I guess the ostensible reason is Game Balance but actually you don't need the negative. The game will feel better, and players' thinking much more clear, if you just do the positive part.

@Jonathan_Blow Honestly, it depends on the context. Wording might be an issue - I'd use "deals 75% of based dmg" or nothing at all, since the dmg range is clearly displayed just below the level line.
