Should building owners be able to reject entry to anyone with a covered face ?

Muslim woman is barred entry into an Italian secured location (like bank) unless face is uncovered.
This is part of Italy's effort to end “Islamic separatism” with proposed legislation — including tighter rules on mosque funding from abroad, forced marriages, and related issues.
Similar bans on burka & niqab exist in France, Belgium, Austria, and several other European countries for security, identification, and integration reasons.
