I had to wait to reapply. Like you, I just kept checking to see if I could try again. Very frustrating.

Back in December when I got monetization I also applied for Subscriptions... I was "Rejected"
I have tried asking @premium @Support for help, they have not been helpful at all, they ask for a screenshot of the rejection email that I repeatedly told them I never received.
They keep saying oh, in 90 days you will be able to try again. (Which I believe has passed but can't prove cause I never got an email)
You mean to tell me @elonmusk that your support team doesn't have the ability to give me the option to reapply for subs? I have to see in red letters every day "Rejected" like a redheaded stepchild for how long?
Since the rejection I have seen a bunch of my friends gain access to the subscription feature, and I am so happy for them! (And even subbed to some!)
What could I have possibly done to get Rejected ? I may never know, because I never got an email.
