Obviously It doesn't have the temperament to be a judge. News flash to everybody: within every courthouse there are one to two judges who are absolute maniacs who act like this and who get away with it for years. Essentially, to regulate this you need to make a complaint against a judge specifically, which makes you an enemy of that judge and all their friends within the whole legal community forever.
