IMO history has shown the objective determination of class position to be secondary to conscientization and political organization in the process of class formation.
This list is actually a question of who we should organize, not what the working class “is”

Liitle Italy (Manhattan) is not a real enclave. It's three restaurants in a trench coat. Probably could have added Bronx Little Italy to satisfy our Italianx comrades. But the map is immigrant enclaves not ethnic enclave. Bronx Little Italy is like 3rd and 4th generation.

Deference to administrative agencies in the interpretation of statutes they enforce is one of those things that is obviously better than the alternative but in practice agencies often interpret the statutes to limit their powers (and thus responsibility)
