Yes, exactly that's the core problem with Nigeria's electoral architecture, not just who is currently chairing INEC. Under Section 154(1) & (3) of the 1999 Constitution (as amended), the President appoints the INEC Chairman (after consulting the Council of State), and the appointment is subject to Senate confirmation. So whether it's Mahmood Yakubu's exit in 2025 or the current controversy around Prof. Joash Amupitan, the next substantive appointee will ultimately be chosen by the executive in power in this case, President Tinubu.

INEC chairman resigning isn't the issue here; The question is, won't Tinubu be incharge of appointing the next person?
