BoU: Commercial Farmers Should Use ACF, Not PDM
Niwagaba said, “You also cannot go for PDM as a commercial farmer. You come to us. If you have been having two pigs, or you want to buy ten chickens, improve to fifteen chickens, you cannot come to Bank of Uganda to apply for this money. This is for particularly commercial farming. It is not usually, for our normal peasants and farmers who are using the hoe, because the reason why government and parliament allowed it was to increase our commercial farming.”

UGX1.3 Trillion Agriculture Credit Facility Not for Small Farmers — BoU Augustus Niwagaba, the Deputy Governor, Bank of Uganda, said that the UGX1.3Trn Agriculture Credit Facility being managed by the Central Bank, is not for farmers growing 2Kilograms of beans and two pigs, or those seeking to expand from 10 to 15 chicken, but rather, the funds are for commercials farmers, who aren’t catered for, under the Parish Development Model (PDM). He made the remarks while appearing before the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), on 5th March 2026, during the consideration of the report of the Auditor General on the financial statements of the Agricultural Credit Facility (ACF) for 2023/24.
