Democrats are in the minority, Republicans are offering them everything in their list of demand EXCEPT for judicial warrants and a ban on masks. The administration is following immigration law as written and litigated, Abel vs United State in 1960 supported the use of administrative warrants in immigration enforcement, if Democrats want to change any part of that they need to go through the courts, not hold the country hostage until all their demands are met. The only side offering Concessions (and quite a lot of them) are Republicans who are in the majority. Yes this shutdown falls squarely on the shoulders of Democrats.
