As a consequence of this demographic contrast, the southern states collectively will have just 164 seats, while Uttar Pradesh & Bihar combined will have 222 seats in the Lok Sabha. This essentially implies that South Indian states will be penalised for successfully controlling their population. Is this fair? It is also notable that this change in the Loksabha seats favours the Modi govt as their voter base is significantly stronger in the North compared to the south.

Delimitation by population would punish the states that controlled growth and reward those that failed, instead based on skill census will be more appropriate
