I mean, it doesn't necessarily mean that outright. More than anything, this protects the Steelers in the compensatory formula aspect should another team sign Rodgers away before camp starts. There is a procedural (cover your ass) element to this as well that can't be ignored. #Steelers #NFL

He can only sign with Pittsburgh if he remains unsigned by the time training camp starts.

Say Rodgers does not return to PIT, then in June gets the itch. Maybe a QB somewhere gets hurt. He signs an 8-figure 1 year deal. With this tender, PIT ensures he would count in the comp pick formula in 27.
