The area has been recognized for having the highest concentration of Somali residents in Minneapolis. Even with decades of experience, Sam said, “I’ve never been to a DOA involving a Somali, never in my career. And I spent many, many years on the street … And I find it very strange that something that happens routinely in the department on a daily basis that you do not see any Somali DOAs. It’s very odd. I would love to know the reason why.”
