Hancock's predictor-corrector scheme was never published by Hancock. It was described by other researchers in their paper in 1982. Later, in 1996, I learned and programmed it in a CFD course in the University of Michigan taught by Prof. Bram van Leer.

The review process can be useful for improving the value of a paper, and young researchers probably need journal papers to build their careers. What sometimes makes me hesitate is mainly that journals no longer accept submissions of enhanced conference papers. If I write too much in a conference paper, it becomes difficult to publish it in a journal later. So, for each conference paper, I decide whether I want to publish the work in a journal or not. If I decide to go for a journal, I avoid writing too many details or presenting it at all. But sometime, it's difficult to withdraw a conference paper; and in that case, I'll write every detail and do not publish the work in a journal.

It reminds me of this unpublished paper, which I wrote in 1998 as a graduate student at the University of Michigan. I posted its PDF on my website, and 20 years later, some researchers found and used it in an unexpected way, citing it as “unpublished.”

I know peer-reviewed journal papers are valued more highly than conference papers and may be required for promotion. But as I get older, I've also realized that it is much more important to generate and share useful ideas with a wider audience in a timely manner. Useful algorithms are useful whether published in peer-reviewed journals or not.

For the Euler/NS equations in 3D, a 4th-order accurate finite-volume method for unstructured grids would require to store in each cell 5 solution variables, 5x3=15 gradient components, 5x6=30 second derivatives, and 5x10=50 third derivatives, resulting in the total of 100 quantities per cell. It is often considered as too many.
