.@CandyBaso is a Belgian-Rwandan, part of a generation of young Rwandans who genuinely believed — and perhaps still believe — in the @rpfinkotanyi. They returned to #Rwanda with hope: to build their future and contribute to the development of their country. Instead, many found themselves trapped in a system that is corrupt, mafia-like, and driven by deep divisions — ethnic, regional, social, family-based,... Some have become part of that system, willingly or not. Others, however, are crushed by it. Many of those we speak with still belong to the first category. They often struggle to understand what we are saying — until the day they themselves are pushed into the second category. Today, she belongs to that second category. Anyone who still believes that this system truly serves the interests of the Rwandan people should take the time to watch this video. Publicly humiliating the leaders of a country in order to deflect responsibility is not leadership — it is disgraceful. No leader should behave this way. No one deserves to be humiliated like that.

To those showing double standards and feigning concern for Rwandan authorities simply because the President asked them for accountability : relax. There’s really nothing to worry about! Observing leadership is not the same as bearing its responsibility. HE. Paul Kagame is not merely a symbolic figure, he is mandated by oath to ensure the well-being of the Rwandan people. This mandate demands results, and results depend on a chain of responsibility : no head of state governs alone. When individuals fail to fulfill their duties, it is not only legitimate but necessary that they be held accountable. Confusing this with humiliation or personal attack often reflects a biased, or at best superficial, understanding of leadership. A leader is not a babysitter tasked with managing sensitivities. A leader sets direction, enforces standards, and addresses failures when those standards are not met. This is precisely how teams are strengthened, refined, and prepared to succeed. It is this very culture of discipline and accountability that has enabled Rwanda to rise, to rebuild, and to achieve what many once thought impossible. Moreover, these exchanges could have easily remained behind closed doors. Their public nature sends a clear message : leadership that assumes responsibility, confronts shortcomings, and refuses complacency. In many contexts, the absence of accountability breeds mediocrity and impunity. Being called to account is not humiliation, it is a standard. What we witnessed yesterday was not a misstep, but a demonstration of rigor, a true masterclass in leadership for those able to look beyond mere emotion. Fortunately, Rwanda’s governance needs no one’s approval to keep moving forward on the path it knows is best.

Sabena you are raising a a key aspect, decentralization must indeed go hand in hand with digitalization. Otherwise we risk simply shifting bureaucracy from the central level to the local level without improving the citizen’s experience. The example of @IremboGov shows how digital platforms can significantly improve service delivery. By allowing citizens to apply for services online, reducing physical movement and improving processing time, digitalization makes decentralization more effective. When local governments are supported with strong digital systems, services become more accessible, transparent and responsive to citizens’ needs.

@JosephRyarasa @gateteviews Decentralization is important, but must be accompanied with digitalization. Shifting services from central to local gov’t can simply relocate bureaucracy rather than solve it. The two must go hand in hand for real citizen-centered service delivery.

Yes @gateteviews your note was a spot on. During the consultative meeting at Gako , that brought together leaders from Central and Local Government to advance citizen centered governance, strengthen collaboration, and improve service delivery, I emphasized the importance of decentralization as a practical pathway to enhance service delivery outcomes. Out of the 522 services that were expected to be decentralized since 2021, progress remains relatively limited. To date, only 232 services, representing 44 percent, have been decentralized. Among these, 127 services, equivalent to 24 percent, are fully decentralized, while 105 services, representing 20 percent, are only partially decentralized. Meanwhile, 290 services, accounting for 56 percent, remain centralized. These figures highlight the need to deepen trust in District institutions and further empower them to effectively implement decentralized responsibilities so that public services can reach citizens more efficiently, more quickly, and in a manner that responds to their real needs.#UmuturageKuisongo

Fair enough, but in Rwanda, difficulty has never stopped us. During Covid, while countries with deep pockets hoarded vaccines, Rw. secured its own supply & vaccinated faster than most - reaching 60% coverage b4 much of the world. Resolve finds a way & u might contribute to it 😉

Unfortunately, Rwanda is competing with an insane demand for small modular reactors from AI companies like Google and Amazon, which have far deeper pockets. Funding and building an SMR within the next 10 years will be a miracle for Rwanda!
