I would say it depends on the call on the field. Doesn't seem to be enough to overturn it either way. Once the ball touches the leather is when the fielder is considered to be in possession of the ball for purposes of replay. Hard to tell from this angle. And there is no "tie goes to the runner" rule. For all intents and purposes, there is no "tie".
