To keep the deals alive, Moscow had to lower its guard, ultimately triggering a domestic collapse without the US firing a single shot. Gaddafi accepted a diplomatic deal, surrendering his Weapons of Mass Destruction (WMD) program for normalised relations and sanctions relief. He thought compliance guaranteed his survival. By begging for this MoU, the regime is following a well-worn historical script which is: trading long-term survival for short-term economic oxygen.
