The airline has all the say in what the conditions and environment are like on their flights. The state has literally no say in whether an airline allows profanity or not. If they don't want to offend parents for making the flight unsavory, they can make a rule that prohibits being vulgar or profane. And then it's up to the customer, when apprised of the rules, whether they'd like to continue flying or deplane themselves. And it's immature of an adult like her to pretend that the airline doesn't have the last word on how vulgar their flights are for other passengers.
