@janbakker_ @azuread I've been asking around and some say yes and others say no. No one seams to know. Microsoft documents says that "Users who benefit must be licensed" but does that mean human users or any user, or only users who signed in, much like guest accounts are measured in MAU?

Important question: Do I need to buy @azuread Premium licenses for user accounts in my Azure AD that don't belong to any human and that never signs in to Azure AD at all, for example synced stale accounts, when I use #conditionalaccess policies targeting all users?

@HonkHase Aber wenn ich heute EU auswähle liegen die Daten doch auch in Europa!? Nur ein paar Userdaten werden in die USA synchronisiert. Fällt das dann weg? Und wird man als terroristische Bedrohung eingestuft greift weiterhin der Cloud Act…?
