China doesn't process corporate restructuring as severance.
The relationship between citizen, talent, and state isn't a contract you can terminate by filing paperwork in a different jurisdiction.
The code started there.
The education happened there. The 80 employees were there.
In Communal Kernel terms, the founder didn't "leave" he attempted to export system built resources without a valid handshake.
Beijing's logic is internally consistent.
You don't get to extract the benefits of the system (education, talent pipeline, early-stage ecosystem) and then restructure your way out of the obligation to profit.
