Probably we should avoid to be diverted, from the current draft of NGOs. The issue of engaging deeply the concerned users of the law (NGOs), should have sufficient time to discuss at least the draft, and base input on self evaluation - the draft shouldn't be rushed!

Rwanda CS platform does not welcome the idea of the "Rwanda NGOs Forum/Council" that "Rwandan civil society is still young/weak". Yet, this is the eminent reason behind the framework that "INGO will strengthen the capacity of the locals". Hopefully this will be reconsidered!

At the Parliamentary Plenary, while introducing the bill, Minister Judith Uwizeye, appreciated the "Rwanda NGOs Forum/Council" as a good initiative. The framework has proven very successful in terms of transparency and inclusiveness @MichNkurunziza, @UrugwiroVillage,@IvanKayonga

One very interesting new consideration in the 2024 draft law is, that seems to support the efforts of localization initiative, is the combination of both international and local NGOs in one law. The assumption is that, this may lead also to one Forum - may be too early to tell!

In fact, despite the distorted information, in promotion of accountability, Rwanda should for 100% to reach the target beneficiaries . The 80% is not an issue at all for LandNet, as already stated, the biggest issue and the gap is lack of the policy to determine & manage this!

Rwanda starts the process of reviewing the 2012 law(s) that govern NGOs. The success of the the 2012 laws drafting process was rooted in deep inclusivity and consultative process with civil society. We trust the 2024 review process will follow the suit in line with SDG17.
