At the Parliamentary Plenary, while introducing the bill, Minister Judith Uwizeye, appreciated the "Rwanda NGOs Forum/Council" as a good initiative. The framework has proven very successful in terms of transparency and inclusiveness @MichNkurunziza, @UrugwiroVillage,@IvanKayonga
Yesterday, on the 2nd of the NGOs draft law discussion in Social Affairs Parliamentary Committee, unfortunately, the assumption of the civil society that, merging of international & local NGOs would lead to the creation of "Rwanda NGOs Forum/Council", has been rejected.
One very interesting new consideration in the 2024 draft law is, that seems to support the efforts of localization initiative, is the combination of both international and local NGOs in one law. The assumption is that, this may lead also to one Forum - may be too early to tell!
Rwanda wants 80% of NGOs’ budget to ‘directly’ reach vulnerable people @LandNetRwanda, a network of local Rwandan organisations and international NGOs which deals with land issues, also wrote to parliament on April 17, asking to reflect the views of NGOs newtimes.co.rw/article/16097/…
Rwanda starts the process of reviewing the 2012 law(s) that govern NGOs. The success of the the 2012 laws drafting process was rooted in deep inclusivity and consultative process with civil society. We trust the 2024 review process will follow the suit in line with SDG17.
