États-Unis 🇺🇲 - Chine 🇨🇳 🔸Les États-Unis, enfin l'administration Trump démantèlent silencieusement et consciencieusement l’infrastructure mondiale d’alerte aux catastrophes naturelles. Un autre signe d'un empire qui s'effondre inéluctablement. Nous sommes en juillet 2025 au Texas quand des crues éclairs du fleuve Guadalupe dans le comté de Kerr, font au moins 135 morts, dont plus de 28 enfants, emportés dans un camp de vacances. Oui, des alertes ont bien été émises par le National Weather Service (NWS) mais les postes clés de coordination des avertissements étaient vacants dans les bureaux locaux d’Austin/San Antonio et de San Angelo. Conséquence prévisible d’une réduction de 600 postes au NWS (environ 17% des effectifs) opérée par l’administration Trump via des départs volontaires, des licenciements et un gel des embauches. Pour vous situer, le NOAA (National Oceanic and Atmospheric Administration), le NWS et l’USGS (United States Geological Survey) forment le système nerveux central de la détection multi-risques à l’échelle planétaire comme les ouragans, tsunamis, séismes, volcans, inondations soudaines etc. Le NWS gère 2 centres d’alerte aux tsunamis du Pacifique, l’USGS alimente les réseaux sismiques mondiaux et le NOAA fournit les modèles de prévision, les données satellitaires et les bouées DART qui détectent les vagues géantes en haute mer. Ces systèmes "irriguent" + de 180 partenaires internationaux via l’Organisation Météorologique Mondiale (OMM) et des accords bilatéraux. Les pays en développement du Sud global, souvent dépourvus de réseaux denses, dépendent donc de ces flux de données pour leurs propres alertes. Les coupes budgétaires et de personnel ne touchent pas seulement des "postes administratifs" mais amputent les modèles de prévision haute résolution, le remplacement des satellites de nouvelle génération, la maintenance des réseaux de détection mais aussi la capacité à partager des données brutes en temps réel. En 2026, l’administration propose de ramener le budget du NOAA de 6,1 milliards $ (2025) à 4,5 milliards, soit une baisse de 17% des effectifs et la fermeture potentielle de laboratoires vraiment bons comme le National Severe Storms Laboratory qui est justement spécialisé dans les crues éclair... Le drame du 4 juillet 2025 a dévoilé le roi nu. Les bureaux du NWS d’Austin/San Antonio (6 postes vacants sur 27 dont celui de météorologue coordinateur des avertissements, vacant depuis avril) et de San Angelo (4 postes vacants sur 23) manquaient de personnel expérimenté pour assurer la coordination fine avec les services d’urgence locaux. Les prévisions étaient émises mais la liaison directe avec les autorités du comté de Kerr (rôle dévolu au poste vacant de warning coordination meteorologist) était en mode dégradée. Ça a foiré. 2 jours après la catastrophe, alors que les recherches se poursuivaient, l’administration n’a pas levé immédiatement le gel des embauches (dans un pays normalement régi ça aurait été le cas). Pire, elle a maintenu sa politique de "optimisation de la masse salariale" héritée du fumeux DOGE tout en proposant des coupes supplémentaires pour l’exercice 2026. Ce ne sera que sous la pression du Congrès et des anciens directeurs du NWS que des exceptions limitées seront accordées pour combler une partie des trous. Bon, Geo, que vient faire la Chine dans cette histoire ? Bah justement, parlons-en ⤵️ [1/2]

Avec le recul je me rends compte que j'ai oublié pas mal de choses (l'allègement structurel des unités blindées transformées en BML, les CA, l'état des stocks et la revalorisation, les chars capturés...) mais il était difficile de tout aborder en deux heures. Je réfléchis à organiser un live sur ma chaîne pour répondre à toutes vos questions que nous n'avons pas eu le temps d'aborder. Désolé pour le son des 20 dernières minutes dont je n'explique pas la dégradation.

I’ve been following this for weeks, and I think something fundamental shifted last week. Europe is quietly drafting a fallback plan to run NATO’s military structures without the United States. Air defense, logistics, Baltic reinforcement corridors. The full package. The Wall Street Journal has the details, but I’ve believed for months this moment was coming. Germany dropping its opposition was the turning point. When Berlin moves, Europe moves. I think that’s the single most important development in European defense this year. Rutte came back from Washington calling the alliance “more European-led.” He didn’t say much else about how the meeting went. Nobody did. Word is Trump was furious, complained throughout, and the whole thing went out the window before it started. My read: the U.S. is heading for the exit with its tail between its legs. Trump called NATO a “paper tiger” and threatened withdrawal over Europe’s refusal to back U.S.-Israeli operations against Iran. A 2023 law requires a Senate supermajority to actually pull out. The top diplomatic priority for Ukraine right now is cooperation for the sake of air defense. We need air defense missiles every single day – every day the Russians continue their strikes on our cities. Just over the past 24 hours there were brutal attacks on Dnipro, Cherkasy, Kharkiv, Kryvyi Rih, Chernihiv, the Donetsk region, and Zaporizhzhia. In Dnipro alone, five people were killed yesterday by a Russian strike… In Cherkasy, a young boy was killed – he was eight years old… In Zaporizhzhia, a person was also killed in a strike on a bus stop. My condolences to the families and loved ones. Russia is not changing its tactics of combined strikes, and we must be ready to intercept all types of aerial targets. That is why the PURL initiative, which allows us to obtain the necessary anti-ballistic missiles, must continue to operate. In recent days, we have secured additional contributions from Germany and Norway to the initiative. There is also an agreement with Germany on PAC-2 missiles for our air defense and additional launchers for IRIS-T systems. There is also an agreement with Norway to strengthen our air defense. We are preparing new agreements with our other partners as well. Each such result guarantees the protection of thousands of Ukrainian lives. We are also working to ensure that here in Europe we can jointly produce with our partners all the necessary air defense systems, the missiles for them, and every type of drone without which real defense in modern warfare is impossible. Based on this week’s results, we will provide Ukraine with opportunities for further strengthening through our collaboration with European partners on drones and co-production. For every Russian strike, there will be our response – our long-range sanctions against the aggressor, our internal development of the defense system, and our cooperation with partners who truly value human life. We cannot simply speak about withdrawing from Donbas as a matter of compromise. Our withdrawal from Donbas would open up opportunities for the Russian Federation to occupy our most fortified territories without losses. Some people say it would take a year to a year and a half to build new fortifications. But everyone forgets: first and foremost, that is a year and a half. And even if it were less, fortifications in an open field are a completely different matter from those in urban areas. They can never provide equally strong protection. A withdrawal would give the Russian Federation room for large-scale maneuver. They could advance either toward Kharkiv or toward Dnipro, destroying our cities. And two major cities would be at risk – cities that, incidentally, generate a significant share of our GDP. So many people have died there… The morale of our army would certainly decline. There would undoubtedly be a rift in society. The army – which would surely not support such steps – on one side, and society on the other. And division within society is precisely what Putin is aiming for. Moreover, there are currently 200,000 people living in the territories of Donbas that we are defending. Withdrawal does not mean preserving anything. You leave, and without any guarantees, you risk losing everything. And that is a major risk. From an interview with Rai Radio 1 (2/3).
