I created the Product Owner based on the Chief Engineer model at Toyota. He does not report to a Product Manager and he owns the Product. My Product Owners are not backlog adminstrators. Most of the adminstration is done by the rest of the team in Backlog Refinement in my companies. This is one of the key to enterprise agility. The metrics we use today are speed to awareness (product owner must talk to customers as well as do market research), speed to reprioritization (everyone can talk to the Product Owner, but the Product Owner decides), speed to Decision (the Product Owner is the single wringable neck and he/she decides), and speed of execution (this takes the whole team guided in the Scrum events by the Product Owner). My Product Owners are accountable for revenue, they create an Agile business plan with rolling updates. This is how you get products that are ten times better, ten times faster. In all my companies and their have been over a dozen of them, we eliminated all product managers (and also business adminstrators).
