There is no malice, there is no real chance of danger because he is not following through with the tackle and the tackle has no power. It does NOT meet the criteria for a red card. It's not overly aggressive, proven by the fact he retracts his foot when he feels contact in a position he is out of balance in, there is no recklessness to it for the same reason. You also can not predict a opponents physical movement at all times and accidents do happen, this is one of those cases. Same people that claim this is a red, do not even understand that the power of your punch doesn't even come from your arms, so the chances people understand this is probably 0-none, but for those that care about real facts, that's why he didn't get a red in this situation and VAR can not go back and give yellows.

It's not reckless, because he controls the impact and it's not overly aggressive due to the same reason, it doesn't put his opponent at risk of harm because he doesn't follow through. It does not meet any criteria for a red, crystal clear yellow, yes, but VAR is not allowed to give those due to VAR checks.
