Created a new knowledge base for the Bitcoin and Lightning development ecosystem. It's useful for looking up concepts in general, but agent prompting in particular. It indexes a variety of sources for easy lookup from your favorite agent interface.

Thanks to @dergoegge for running our fuzzers apparently more than I was. Making LDK and all of Bitcoin safer, in this case before the code even reached users. Also, Rust really should have shipped a better Read API, so many bugs from the read -> 0 behavior.
