Congress did indeed overrule Trump’s attempted overall budget cuts to the CDC, but he DID approve the 80% reduction of the allotted funding for pandemics.

In 2018, the Trump Administration cut 80 percent of CDC funding used to fight global pandemics, and in late January the federal government refused to use WHO-approved test kits that they offered and sent to other countries. None of this is disputed, so what do you mean?
