Subsidies were part of the original Affordable Care Act and are permanent. Enhances Subsidies were first enacted om March 11, 2021 as part of the American Rescue plan signed into law by President Joe Biden. Enhances Subsidies were later extended through 2025 by the Inflation Reduction Act signed into law on August 16, 2022 by President Joe Biden. So Democrats have known since mid 2022 that these enhanced subsidies would expire in 2025 and did nothing to rectify this during the Biden administration. So how is this a Republican problem to solve?
