This is solved better with private property rights. A business that owns the lake and charges a fee (once a year pass or w/e) would be incentivized to manage it properly. Guarantee the fee would be less than the fishing license, OR the property would be managed better/offer a better experience.

By creating fishing licenses, taxes, and wildlife protection regulations, the Democrat is ensuring that there is enough fish for everyone and that the rivers and lakes aren’t overfished. You should be thanking the Democrat.
