If regional bodies do not step up, the world’s problems will be addressed by great powers seeking spheres of influence—“a mode of global politics that historically has not ended well for small and medium-sized states,” argue Monica Herz and @selinalcho. foreignaffairs.com/south-america/…

“Regional institutions can more quickly course correct when strategies do not work as expected, and they can try novel, untested solutions that an international organization may consider too risky,” write Monica Herz and @selinalcho. foreignaffairs.com/south-america/…

New article: China’s interventions in scam centers run by Chinese syndicates in Myanmar, Cambodia and Laos. An important building block for understanding the evolution of China’s “non-intervention” policy and the forms its security interventions take #abstract" target="_blank" rel="nofollow noopener">tandfonline.com/doi/full/10.10…

Enjoyed working with @CarlaPFreeman and Gong Xue. Using cross-case and within-case comparisons, we explain when and why China intervenes and the variations in interventions.

For those interested in ASEAN this open access article by Selina Ho and Terence Lee is a must read. Survey-based, it affirms a growing sense of ASEAN identity, something I had argued 25 years ago (& which displeased a few Western experts) in The Quest for Identity: International Relations of Southeast Asia, which the authors duly cite. Elite Perceptions of a China-Led Regional Order in Southeast Asia by Selina Ho and Terence Lee. journals.sagepub.com/doi/pdf/10.117… It also supports my long standing view that lack of regional legitimacy will affect emerging powers' global leadership ambitions. This is the case with China, which in regional perceptions is found to lag in authority for assuming a global leadership role. See "Can Asia Lead? Power Ambitions and Global Governance in the Twenty-first Century," International Affairs, July 2011. researchgate.net/publication/22…
