Seems you need to brush up on maritime law. The territorial waters along each side belong to Iran and Oman. But the strait itself is considered an international waterway. The actual shipping lanes are one 2-mile-wide inbound lane and one 2-mile-wide outbound lane, a 2 mile buffer between them. The lanes lie mostly in Omani territorial waters, with some in Iranian waters, but they are governed by international maritime law. Fact.

Many people are under the mistaken belief that Iran owns the Strait of Hormuz. They do not. It is international waters and they have absolutely no right to blockade it or demand a transit fee.
