Some self-identified libertarians do support certain restrictions, but most libertarian theorists argue that using government power to police immigration is just as much an overreach as regulating citizens, and that the only exceptions should be for people who pose a direct threat, like criminals or those with serious contagious diseases. So, the idea that libertarians want "small government for citizens, big government for immigrants" doesn't really line up with the mainstream libertarian view—if anything, libertarian thinkers usually criticize both kinds of government overreach.
