You're 100% right, intent can't be measured and shouldn't be taken into consideration. Yet the Wada press release below explicitly mentions "intentional" doping, which means that they do also measure intent (by what criteria is unknown.) This speaks volumes about how unscientific their approach is, to the point of evoking a modern witch hunt of a purely judicial nature. The Sinner case is the perfect example of this.

You have probably way more weird substances in your system than any player. you just don't know it.
