Interestingly, compared to the previous fiscal year, there was a more than 11% decrease in 2025 in "the total value of transferred defense articles and services and security cooperation activities conducted under the Foreign Military Sales." However, there was almost a 21 percent increase in the three-year rolling average comparing the FY 2022 - FY 2024 versus the FY 2023 - FY 2025 periods.

These assertions regarding China's support for Iran are consistent with what we have found as part of our >20 months of research focusing on Axis of Aggressors cooperation.
--Has China provided dual-use support to the defense industrial bases of other Axis members, including Iran? ✔️ The CCP is doing that with Russia and North Korea, too. Beijing wants to help their Axis partners, hurt the United States and its allies, and avoid consequences from the United States and its allies with attempted plausible deniability.
--Has China provided financial assistance? ✔️ At a minimum, Chinese purchases of Iranian oil have helped fund Tehran's missiles, terrorism, nuclear program, and oppression. And don't forget China's sodium perchlorate shipments to Iran.
--China only caring about its own vessels? ✔️ Saw that with the Houthis.

In addition to intelligence support and targeting data provided to Iran by Russia, the United States has also received intelligence suggesting that China may be preparing to join the ongoing conflict in the Middle East, providing Iran with financial assistance, spare parts and missile components, three people familiar with the matter told CNN. China relies heavily on Iranian oil and has reportedly been pressuring Tehran to allow safe passage for vessels through the Strait of Hormuz.
