A report released today by Auditor Fitzpatrick finds the Missouri Department of Conservation is well managed overall but needs to make improvements to increase its level of transparency. The audit gives the department a "good" rating while also making recommendations to improve certain controls and procedures the department has in place. "With the level of autonomy the department has over how its funds are used, this audit was conducted to provide accountability and transparency for taxpayers. I am encouraged to see the department is in most regards well managed and following the law, but there are some areas where the department can improve," said Auditor Fitzpatrick. "Our audit gives the department a road map to increase transparency and tighten up some controls and procedures so their policies are fully complied with. I am hopeful the department will take these recommendations seriously and work to put them into place." Auditor Fitzpatrick is urging city officials in Fairview to seek justice after a review by his office found the former mayor and his girlfriend are responsible for more than $10,000 in missing funds. Fitzpatrick issued a letter to the city this week that details how a lack of segregation of duties and proper oversight allowed at least $10,314 to go missing under the watch of former Mayor Peter "PJ" Janis and his girlfriend, who served as a city clerk. A St. Louis area organization that receives and distributes millions of taxpayer dollars each year is now under the microscope of Auditor Fitzpatrick for the possible misuse of these funds. Fitzpatrick announced his office has launched a performance audit of the Regional Arts Commission of St. Louis (RAC) after an initial investigation found several issues that may constitute improper governmental activity. The investigation that led to the audit was prompted by whistleblower complaints alleging excessive staffing expenses and unconstitutional bonuses. "This is an organization with a dedicated revenue stream provided by taxpayers that has very strict statutory requirements for how the funds can be used, and we are going to pull back the curtain to see if the millions of dollars that flow through RAC each year are being used appropriately," said Auditor Fitzpatrick. "The whistleblower complaints we investigated uncovered potentially serious issues that need to be reviewed to determine if the commission is failing to comply with the law. These are taxpayer funds that have a very specific purpose and it is imperative we determine if they are being used to promote the arts as required by law, or if RAC executives are coloring outside the lines." A new report from Auditor Fitzpatrick shows city officials in Leadwood handed out more than $100,000 in improper employee bonuses during the same period of time the city was struggling to balance its budget and needed to make improvements to its sewer system. The audit gives the city the lowest possible rating of "poor" and also notes officials need to operate more transparently and make significant improvements to their budgeting process and accounting controls and procedures. In addition to being Missouri’s state auditor, I’m also a lifelong Kansas City Chiefs fan and a longtime season ticket holder. So, you can imagine how I felt while I was watching the celebratory press conference when the Chiefs announced they were leaving Missouri for Kansas. I was angry. But they say the only constant in life is change, so I’ve been trying to come to terms with the decision. As more details have come to light, and as I’ve had a chance to step back and take a breath, my anger has been replaced by a much more surprising emotion: gratitude. I have to say thank you to Kansas taxpayers.

A new performance audit released by Auditor Fitzpatrick finds officials in Gentry County have several areas where they can improve the efficiency and transparency of governmental operations. The audit released today gives the county a "fair" rating, which is a downgrade from the "good" rating the county received in its previous performance audit released in 2017. "This audit identified many areas where county officials can improve their operations to ensure they are more accountable and accessible to taxpayers," said Auditor Fitzpatrick. "It's now up to the elected officials in Gentry County to act quickly to implement our recommendations. Given their responses, I am confident they will do just that and when we come back in a few years we'll see significant improvement." Read more about the audit here: auditor.mo.gov/news/item/repo…

With approximately $100 million in taxpayer funds being spent each year through the use of credit cards provided by the State of Missouri to thousands of state employees, Auditor Fitzpatrick thinks it's a good idea to take a closer look to make sure these transactions are free from waste, fraud, and abuse. Fitzpatrick announced his office has started an audit of the state employee purchasing cards, which began recently with a series of entrance meetings with various state agencies. "The purchasing cards serve an important purpose to allow state agencies to make small dollar purchases more efficiently, but with almost $100 million of spending occurring on these cards each year it is important to review how agencies are using and monitoring these cards," said Auditor Fitzpatrick. "There are a large number of cards issued to employees spread across more than 25 state agencies and we will be working to ensure all agencies have appropriate policies and procedures in place to ensure each transaction is reasonable and necessary. Our audit will look closely at these areas and make any recommendations, if necessary, on how the program can be improved to better safeguard the tens of millions of dollars of taxpayer funds expended by these cards each year." My favorite concert moment ever: May, 2003. Springfield, MO. Country is at peak patriotism, still affected by 9/11. In between songs, Brad announces that the next song was their tribute to 9/11 victims. The lights go out in the entire arena except for a spotlight on an American flag posted up on the light bank above the stage. They proceeded to play “When I’m Gone” in the dark - nothing on but that spotlight. After the song was over, the crowd chanted “USA! USA!” repeatedly for a couple minutes. At one point, Brad jumps on the mic and says, “You guys can keep going, I ain’t gonna stop you.” The crowd just roared. Gives me goosebumps still to this day when I think about it. RIP to a legend. @3doorsdown
