@ElectionCenter_ @joeminocqua “In contrast to the total votes both parties receive” has nothing to do with drawing districts. Gerrymandering is violating the guides of equal population districts that are Compact, Contiguous with like Communities in order to maximize partisan outcome.

@joeminocqua Fact check: gerrymandering is the process of drawing districts in a way that is designed to dilute the vote of one party in contrast to the total votes both parties receives. Drawing maps to match the partisan makeup of the statewide vote is not gerrymandering.

The "fair maps" signs people are holding are not in agreement with Evers' call to ban gerrymandering. The problem: The only way to draw maps with partisan balance is to literally engage in gerrymandering (Evers own map demonstrates this clearly). Why: As has been demonstrated by experts from around the country, The D population in WI is clustered while the R population is distributed. Their solution: Change the definition of gerrymandering so that any map - no matter how badly gerrymandered - is not called a gerrymander if it creates additional D seats. Thus, what Evers wants is for his gerrymandering to be called "fair" and any other map to be labeled as a gerrymander.

The WI private school entitlement program scam now costs WI taxpayers $700 million per year. Most rural districts do not have (and never will have) a private school option, but rural residents are still forced to subsidize schools in the wealthiest suburbs of big cities.

I’ve tried to be as clear as possible on the rule which came into effect in 2013 when I was Coordinator of Officiating for the American Conference. I’ll try one more time. I posted the rule earlier. The key word in the rule is “position”. Once a player plays in a specific position (QB, RB, WR, LB, DB, OL, DL, Punter, Place-kicker, holder, etc), no teammate who shares the same number may legally play in that position. This is determined *at the snap* and what that player does during the down is not relevant. Here, the backup QB clearly was in the Punter position *at the snap*. No one else with #80 had played in that position earlier so nothing on the fake punt play was illegal as he was listed as #80 on the game day roster. After that, no other player with #80 can legally be in the Punter position when the ball is snapped. If that happens, it’s a foul for Unsportsmanlike Conduct at the snap. When the actual Punter #80 took his punting “position” later in the game it was a foul *at the snap* which would only be penalized once. USC fans can feel free to believe anything they like. But this is the rule.

@allmaddenmom Exactly. They legitimately could have looked at USC's roster and taken note that the punter and 3rd-string QB had the same number. They were even on a bye. I don't blame them for not noticing, but this context feels more like gamesmanship than bush league

Basically, USC outsmarted Northwestern, who could have pointed out the issue to the refs but didn't. I'm also curious how positions are defined. If a QB pooch punts, does that mean he's played punter? If a RB lines up in the wildcat and completes a pass, has he played QB?

There are two issues here. The one you note, where it would be an unsportsmanlike conduct foul when the actual punter (#80) played that position later. The other is that if a player enters the game wearing a number other than listed on the game day roster, he must inform the Referee who would then inform the opposing head coach and make an announcement. I don’t have the game day roster but it would be odd if they were both listed as #80 and the QB is listed as #7 on the team roster. I didn’t hear an announcement nor did it seem the opposing coach was informed. This is also an unsportsmanlike conduct foul. The obvious problem with both rules is that it is highly unlikely the officials would know either of these happen on the field unless informed by the opponent. One would hope the Big Ten will address this harshly during the week.

@SdMan09 @mikeyuan58 @TrojanFBx @PeteThamel My guess is that they would group eligible receivers and backs in the same category. You would not be allowed to have a WR and RB line up on the same (or different) play with the same number. A WR and Def Back is an entirely different story.

@mikeyuan58 @TrojanFBx @PeteThamel The rule is by position, not activity. You cannot have two players at the same position with the same number. The violation occurred when the ball was snapped - not what he did with the ball.
