NEW: @dc_lawrence & I have a new piece for @IPPR, on “Escaping Austerity: How Abundance Can Save Progressive Governments” Every political season in Britain seems to come with increasingly difficult decisions on spending. Decisions that many MPs feel ill at ease with. But the simple reality is that the UK’s tax take has not kept up with public expectations for public services. Our economic stagnation is the greatest single constraint for British progressives. Look at the US - if we had grown as much as America then we would have 150 billion more in tax revenue. That’s enough to fill the fiscal hole five times, or indeed to reverse cuts on winter fuel, foreign aid and welfare spending, and have enough left over to upgrade our schools and hospitals, pay for families to replace boilers with heat pumps, build thousands of new council homes per year, and make sure no child goes hungry. There are clear routes to achieve greater economic growth: cheaper energy, more housing, and more infrastructure. However, the Government should go light on talking about GDP or growth. It is delivery, not the process that voters are interested in. Most voters are not interested in streamlined planning consultations or the Fingleton review, but they do want to reap the benefits of lower costs and a growing economy. Growth is an inclusive story. The material abundance of the 20th century was what enabled the state's role in public health, education and social security. But as the economy stagnates and the state retreats on some of these promised benefits, populists find it easier to stoke division. To end austerity, we need abundance. If Progressives want to win the big political battles of the next decade, we should pursue growth to restore public faith in liberal democracy.

The headline: ‘Building our Nuclear Nation’ is very good news for British nuclear, implementing almost all of the transformational recommendations, but not quite everything. The Government has committed to almost every recommendation and outlined a detailed plan to implement them. The Government says it will fix the outdated radiation rules, revise effective ban on SMRs across swathes of the country, set up a nuclear regulatory commission and more! I am pleased to see the government response to Task Force on Nuclear Regulation. First, it has been published on time which sends a positive signal about priorities. Second, the detailed and considered response shows that the Government is serious about reform. Third, almost every recommendation is to be taken forward fully. All of this should help bring about a substantial reduction in cost and delivery schedules for new nuclear. This should spur greater confidence for investors in nuclear in the UK. A few recommendations will be taken forward in a different way that in our report, as we envisaged. The role of the Implementation structure will be critical in continuing to ensure that this is prioritised.
