Sandro thinks being evil makes you actually weaker so his villains always lose and when he created an actually strong villain he tried to soft-retcon him into being good (Shen) and then needed an actually strong evil guy again, so he made Luohan who is exactly like Shen but more evil. Except since he's evil... he's weak again. So we're back to square 1.
