The context: Total Elected Commissioners (Seats) in Calcutta Municipal Corporation (CMC) was 75. Historically, at that time, nearly 90-95% of the Corporation's officer-level and clerical posts were held by upper and middle class Caste Hindus. Despite Muslims making up a significant portion of Calcutta and the united Bengal province, their representation in municipal jobs was negligible (~5%). When Netaji became CEO(not 'mayor' as you claimed), he bypassed the usual recruitment of Higher Caste Hindus and appointed 25 Muslims and 8 Anglo-Indians and Dalits. Netaji's logic was driven by math, as he argued that if the total workforce was already 90% Hindu, appointing 25 Muslims to a mere 33 posts would only bring the total Muslim representation in the Corporation up to a tiny 3% or 4%. He also wanted to win them over to the cause of Swaraj, showing them that their interests were safe in their hands.

During his position as Mayor of Kolkata city Bose was tasked with filling 33 vacant posts of Kolkata corporation. He purposefully selected 25 Muslim candidates. Remaining 8 positions were given to Anglo Indians and Dalits. His politics would’ve been even more unpalatable.
