Vince Fong's bill would require California to direct eligible federal funds toward its $21 billion debt before spending on anything else. Businesses already paid an extra $42 per employee this year in automatic payroll tax hikes to service the unpaid balance. The state had a $98 billion budget surplus in 2022. Democrats spent it on infrastructure, homelessness initiatives, and subsidized health insurance for illegal immigrants instead.
