Here is an idea. As it is not focused on a single problem but a pattern it might have a better chance of being passed.

Proposed Congressional Law: Judicial Conflict of Interest Title: An Act to Ensure Judicial Impartiality in Cases Involving Immediate Family Members
Section 1: Definition of Immediate Family
For the purposes of this Act, "immediate family" is defined as:
Spouse
Parent
Child
Sibling
Section 2: Definition of Directly Impacted A family member is considered "directly impacted" if the outcome of the case would:
Result in the family member receiving or losing some form of monetary compensation.
Included but not be limited to:
Advocacy work for either party in the case.
Public fame or infamy.
Derive livelihood from the court's decisions.
Lead to the family member's loss of freedom or privilege, including but not limited to incarceration. Directly affect the health and well-being of the family member.
Section 3: Mandatory Recusal
If a judge has an immediate family member who is directly impacted by a case, this shall be considered a conflict of interest. Upon such conflict being identified, the judge must recuse themselves from the case.
Section 4: Exception
This Act does not apply to justices of the Supreme Court of the United States (SCOTUS).
Section 5: Penalties
If a conflict of interest is identified and would appear so to a reasonable person, the judge shall:
Face loss of position.
All orders revolving around the matter shall be held null and void until such time as the next higher court can assess their legality and applicability in accordance with the current laws and regulations.
Judges and assignees found to have willfully violated this order by a jury of their peers are subject to:
No less than one year in prison.
A fine of no less than 5% of their total net worth as calculated at the time of the offense.
Section 6: Implementation Courts at all levels, except for SCOTUS, must establish procedures to identify and address conflicts of interest as defined by this Act. Judges are required to self-disclose any conflicts or potential conflicts under this definition at the earliest possible stage in proceedings.
Section 7: Effective Date This Act shall take effect 90 days after its passage.
