Jeromy's language is intentionally normalizing the original lie that they are "repealing blanket rezoning". They are not "repealing" anything, they are amending the blanket zoning and still tucking in higher density while telling us they are repealing it.

Calgary is walking back blanket rezoning because builders started flooding small side streets with dozens of multiplex units that have no parking spaces included and now the entire street is log jammed with cars.
