So according to PWInsider, the original storyline pitch for what eventually became Pat McAfee aligning with Randy Orton was actually Aleister Black tormenting Orton and bringing out the Apex Predator.
It would’ve led to an Aleister Black vs. Randy Orton match, followed by Randy turning on Cody Rhodes at the end of WrestleMania after winning back the championship. That story would’ve established Aleister Black as a top main event heel and re-established Randy Orton as the 2009 Apex Predator.
Who the hell saw that awesome storyline and said, “Nope, not good enough, let’s add Pat McAfee”? WWE should seriously fire whoever made that call.

Randy Orton was initially scheduled to become WWE Champion at WrestleMania. The decision was changed within the last few weeks.
WWE knew the feud was going to continue between Rhodes and Orton after WrestleMania which is why they ran a post match angle to move things along in the agreed upon direction and didn't pull the trigger on the title change yet.
