Their original draft actually went up to the fourth degree, but it got seriously watered down just to survive the Lower House. In this video Majority Floor Leader Sandro Marcos calls a spade a spade: the House is packed with dynasties. He basically admits that a stricter bill would have been “dead on arrival”. For him, this lax version was a necessary, pragmatic compromise just to get the foot in the door, pass the House, and let the Senate tighten the screws later during the bicameral conference.

@imtheatan Let's face it, the problem is not really the anti-political dynasty. That's just the product of having a very low required standards for a public office. Why couldn't they ammend that instead of focusing the outcome. It's time to upgrade the standards to filter candidates.
