The SAVE America Act requires a voter to include a photocopy of their ID in the return envelope of a by-mail ballot, violating our Constitutional right to a secret ballot.

Utah uses signature verification, and soon the last four digits of a DL or SS number with the signature to verify ID in a way that preserves ballot secrecy. The SAA would preempt that.

FACT: Although county clerks can and do verify citizenship through the Driver License Division, under the SAVE America Act, Utah’s REAL ID cannot be used to prove citizenship when registering to vote.

Remember when you had to dig up all your documents and show them to the DLD when we switched to REAL ID? For the SAA, you’ll have to do that all over again to register to vote.

Only five states offer the “enhanced” REAL ID listed in SAA: Washington, Minnesota, Michigan, New York, and Vermont.

FACT: The SAVE America Act mandates the collection of American citizens’ private voter data for use by federal agencies.

FACT: If we want a federal law mandating voter ID or Documentary Proof of Citizenship, and it’s really not about disenfranchising a bunch of voters, then states and voters need an onramp with time to prepare.

That means getting the documents, obtaining the right ID, and setting up the system (and if the feds require it they should also pay for it).

That’s not what’s happening with the SAVE America Act. This bill would be effective immediately in the middle of an election year. It would be impossible to implement, on top of all its other problems.

FACT: Utah is a vote-by-mail state. Art. IV, Sec. 8 of the Utah Constitution guarantees the right to a secret ballot for federal and state elections.
