If you guys took 30 seconds to do even the slightest bit of research before spouting nonsense, you would know that all vehicles must contact the TOWER controller before crossing an active runway. The reason for this is so the vehicle, tower, and any affected aircraft can hear the communications. It would be galactically STUPID for the vehicle to be talking to a ground controller. The tower owns the runways, period.

I have listened to it. Matthew's comment suggested that the controller was overworked because he was covering tower and ground frequencies. He wanted to tie this to Trump, Musk, and Doge. This is not true because the truck was required to be on tower to cross an active runway.

An initial impression listening to ATC audio — it would appear one controller was simultaneously working ground and directing aircraft (as evidenced by go-around instructions to Delta flight after accident). This raises serious concerns about staffing.
