These guys have only one game released that has almost no reviews and three other games still in elopement, one is just a Vampire Survivors clone and another is a card battler with obvious AI art. This is definitely some sort of scam.

Cuphead was a game made by the Moldenhauer brothers as a love letter to the Fleischer style of animation. With animation being restricted to 24 FPS and including imperfections in it and the sound design.
These games just wear it as a skin and call it a day.
